Onderzoek Europese Ondernemingsraden

In opdracht van het ministerie van Sociale Zaken en Werkgelegenheid doet Regioplan onderzoek naar Europese Ondernemingsraden (EOR) en Bijzondere OnderhandelingsGroepen (BOG). De EOR-Service van SBI Formaat is hierbij betrokken.

Op 24 januari 2024 presenteerde de Europese Commissie een voorstel tot herziening van de richtlijn voor EOR’s, om de EOR’s te versterken en om ondernemingen effectiever beslissingen te kunnen laten nemen. Om tot een Nederlands standpunt te komen over de wijzigingen en een eventuele aanpassing van de Nederlandse wetgeving zijn we op zoek naar actuele kennis over EOR’s en BOG’s en ervaringen met de huidige richtlijn en de Nederlandse Wet EOR.

Wat voor soort onderzoek is het?

Ons onderzoek bestaat uit twee delen. Met een enquête krijgen we een overzicht van de kenmerken en het functioneren van de EOR/BOG en ervaringen met thema’s die ter discussie staan in de nieuwe richtlijn. Vervolgens organiseren we een focusgroep om de resultaten van de enquête te duiden en enkele onderwerpen uit te diepen.

Wie vragen we om mee te doen aan het onderzoek?

We richten ons op 3 doelgroepen:

1. Mensen die Nederland vertegenwoordigen in een EOR of BOG. Dit geldt voor zowel ‘Nederlandse’ EOR’s/BOG’s als EOR’s/BOG’s vallend onder de wet van een andere EU/EER lidstaat.
2. Alle leden (Nederlands en niet-Nederlands) van het dagelijks bestuur/select committee van ‘Nederlandse’ EOR’s.
3. Werkgevers (bestuurders, (HR-)managers), van bedrijven met een EOR of BOG onder Nederlands recht (de personen die contact hebben en overleg voeren met de EOR of BOG)

Enquête

De vragenlijst is in te vullen via deze link; de vragenlijst is ook in het Engels beschikbaar. U heeft t/m 27 september de tijd om de vragenlijst in te vullen.

Focusgroep

Voor de focusgroep richten we ons alleen op werkgevers en leden van Nederlandse EOR’s. De focusgroep vindt plaats op 4 september tussen 14 en 16 op kantoor bij Regioplan in Amsterdam. Aanmelden voor de focusgroep kan via deze link, u kunt ook mailen naar ewcsurvey@regioplan.nl.

European Works Councils Research

Commissioned by the Ministry of Social Affairs and Employment, Regioplan is conducting research into European Works Councils (EWCs) and Special Negotiating Bodies (SNBs). SBI Formaat’s EOR Service is involved in this.

On 24 January 2024, the European Commission presented a proposal to revise the directive for EWCs, in order to strengthen the EWCs and to enable companies to make decisions more effectively. To arrive at a Dutch position on the changes and a possible adjustment of Dutch legislation, we are looking for current experiences with the current EWC directive and the Dutch Law on EWCs.

What kind of research is it?

Our research consists of two parts. With a survey, we get an overview of the characteristics and functioning of the EWC/SNB and experiences with themes that are under discussion in the new directive. We then organize a focus group to interpret the results of the survey and to explore some topics in more detail.

Who would we like to ask to participate?

We focus on 3 target groups:

1. People who represent the Netherlands in a EWC or SNB. ​​This applies to both ‘Dutch’ EWCs/SNBs and EWCs /SNBs falling under the law of another EU/EEA member state.
2. All members (Dutch and non-Dutch) of the executive board/select committee of ‘Dutch’ EWCs.
3. Employers (directors, (HR) managers) of companies with an EWC or SNB under Dutch law (the persons that have contact and consult with the EWC or SNB).

Survey

The questionnaire is available in English; the questionnaire can also be completed in Dutch. Please complete the questionnaire before September 27.

Focus group

For the focus group, we are only targeting employers and members of Dutch EWCs. The focus group will take place on September 4 between 2 and 4 pm at the office of Regioplan in Amsterdam. You can register for the focus group via this link, or you can send an email to ewcsurvey@regioplan.nl.
